KU has JCCC locked up to the extent I'm surprised they don't count it as part of their enrollment.

All of yous.  College Station is the flagship of the Texas A&M system.  Austin is the flagship of the UT System.  Lawrence is the flagship of the KU system.  Manhattan is the flagship of the KSU system.  The idea that there is one flagship per state is a misconception, and the measurement of same is based solely on a plurality of opinions from those without a stake.
