anyway before this turns into an OKCat thread, I think Wal-Mart is fascinating because some places like a small town in Montana get super jacked up about a Wal-Mart because they won't have to drive forever to get stuff, so Wal-Mart advertises the crap out of its brand new Grand Opening SuperCenter. OTOH some other places like Portland ME have protests against a new Wal-Mart, and so Wal-Mart has to do a completely confidential bid process, and the construction site is completely unmarked, sometimes hidden from the street by rows of trees so as to attract as little attention as possible.

I'm pretty sure this contamination scenario you've laid out is not a common occurrence in the construction of Wal-Marts.

Exactly. Usually they just have the city use eminent domain to acquire premium real estate. No need to bother with contaminated sites.

It's not a common occurrence in anything but in the construction of Wal-Marts.

Local official: "Well, it turns out that the new Wal-Mart you're already building is ten feet too far to the east. So you'll either need to pay for that property or move the structure over a few yards."

Wal-Mart guy: "How about instead of moving it ten feet west, I move it ten miles west and put it in the neighboring town?"
