You don't seem to understand how the NCAA system works.  Just a pro-tip though, D-3 schools don't offer athletic scholarships some because they can't afford to(i.e. Wisconsin system schools) and others don't because they are small and like to concentrate on academics and look down upon the idea of offering athletic scholarships(Ivy League is a whole another can of worms though).  So to clear it all up, yes those are in fact the only reasons FCS football exists.  A bunch of wannabes who no one wants in FBS.
