Both. But KU clearly can't be expected to monitor who receives each of the players 4 tickets 20 times per year to ensure NCAA compliance.  I mean, that would involve employing at least 0.1 FTE during the basketball season to say "who is that" and operating Google after saying "write their name here" in order to make sure your players are amateurs.

At that time I was an undergrad.  Currently I am still not an agent. 
I felt so cool having my name on 'the list'.   
But then I realized it was Wooly games during break....so yeah.... 

you'd think KU would have learned their lesson about distributing tickets after they had a coach get half court tickets for a porn star.
