on my 8 core xeon when it is under full load, the cpu cooler fans spin at 6000 rpm and it sounds like an airplane taking off. and it barely keeps it under 100 degrees celsius.

why is it that decent looking coolers like this: https://www.amazon.com/Noctua-NH-D15-heatpipe-NF-A15-140mm/dp/B00L7UZMAK are under 2000 rpm?

is it super efficient, and my stock cooler is trash?

what is a bootleg chip
Think of it as a non comparable store brand chip that doesn't work with any piece of hardware sold here in the USA
