My dad got busted for littering once. He was eating fried chicken and throwing the bones out the window. He didn't notice the cop tailing him for several miles. The cop just gave him a warning though so no biggie.

Look in a turn lane along the curb. It gets done everywhere. I have never actually seen somebody do it because those sob's are too cowardly to do it right in front of me.
