no, it was a formula that was sweeter and cheaper to manufacture but it blew up in their faces.

Does the government have a group acting like conspiracy theorist nutjobs so that if any conspiracies are discovered they quickly have this group promote the consipracy? This would result in the general public brushing off the truth as nothing but conspiracy theory BS.
