pro tip, don't build water pumps until it's economically feasible to do so, water towers work just fine.

You are only really supposed to build the main. The buildings all have their own plumbing that will tie into the main.

In Sim City 4 I just created a city right next to mine called Garbage Town and I paid them to take all of the trash off my hands. Problem solved.

Yep, same, also created lots of industrial zones in that town so there was no pollution in my main town.
