Yes, and the best thing for them would be to get away from him instead of having to "forgive" him and accept him after he goes to "rehab", but in this cult that is not going to happen.

No one changes unless they want to.  This guy has no incentive to.  He isn't getting a show back and his wife isn't going anywhere.  He really doesn't even need to go to rehab unless this guy does some sort of talking circuit in the religious world, or something, and he is trying to salvage some rep in that world.  Other than his show, the only thing this guy will lose is the email he used for Ashley Madison(and by that I mean he will get a prepaid credit card and a new email that doesn't lead directly to him).

There is scant evidence josh sugar is a good person.  There is lots of evidence that he is a bad person, and a hypocrite and actively worked to marginalized, shame and ostraciZe gay people, people that have sex before marriage and wants to cut funding for access to the kind of quality sex education that may well have prevented him from repeatedly molesting his family members.

He is not a victim.

When the uppance comes, it is ok to have a variety of actions.  I don't take exception to yours, but I don't think "addict to rehab" formulation is a helpful description of Josh Duggar.
