It's actually an Algonquian name of the Quapaw indians. Meaning both spoke the same language but were not of the same area.

What? They were both of "Kansa" descent. The Quapaw (known as "Arkansa," or "downstream people" or, more fully, "downstream of the Sioux people") settled in east Arkansas, and tribes of similar descent settled in Kansas. Arkansas became a state nearly 40 years before Kansas did. I don't see what is so hard about this.
