You could just add 10,000 to the number of people who actually attend in order to improve attendance.  

I guess if you want to sell more bottles of diet coke, giving away tickets again can't hurt.

The big question is how many people will take advantage of the free tickets that would have bought them otherwise, hence costing the department revenue.

<20 may be hard to find. Tickets are $80 on KU's ticket office, which is rough ridin' insane. Hopefully scalpers will have them by the thousands.

back in the early mangino days i once went to the kstate game in lawrence w/ a bunch of friends and we all got tickets for ten dollars right outside of the stadium. one of my friends kept trying to haggle down from ten and only pay seven. it was infuriating. i finally just took his seven dollars added three, bought him a ten dollar ticket and then we all went inside. moral of the story-yes, you'll be able to get a ticket for 20 or less. just don't wear purple while outside of the stadium trying to get a ticket. it might not make a diferrence but you never know.

Heck, they were scalping tickets to non-con games for $5 back during the glory days.

Dude, have some self respect.  Seriously, is that not incredibly embarrassing that the program has devolved so rapidly and drastically that the University has to give away thousands of free tickets to CONFERENCE games?  

Do legitimate BCS programs do this?

OK, I can only vouch for it working with like 15 people and 12 tickets.  No jail.  There may be jailtime if you do it with 10 and 8.
