This one is pretty easy to figure out and I really don't know why we make it more difficult than it needs to be.
Eff high school stats. You still need the coaching, scheme, and personnel to advance the ball. RG3 can even go out in a high school game and try to complete a pass but if he's throwing to Tony Purvis and Purvis doesn't know where he's going or doesn't have the timing or RG3 can't get the time....it still looks like crap. But the ball may not and the "tools" with which to work.
Bill has evaluated QBs before. He's kinda decent at it. The scouting report was posted here by a former college and NFL scout. He's capable of making all of the throws...he's a very good, mobile athlete.
