Because they were ruling on the case, and the Clearninghouse was not allowed to clear him. It took them all the way to Nov 19 to officially rule on a case that they basically understood a year prior. Selby missed all of those practices and exhibitions because of the incompetence of the NCAA. With the allegations coming out a few weeks before the first game, you can bet that quite a few players with connections to the U won't be playing until all the facts are gathered. Then it should take some more time to actually hand out any suspensions to players and coaches no longer at Miami. It wouldn't surprise me to see the Browns punished in the 2012 season.

It makes you wonder what KSU had to pay to get the Brown brothers. At least they were able to make use of LHC Bill Snyder's recruiting slush fund account, which came up during the Ron Prince fiasco.
I'd think the biggest problem for the Brown brothers is that if they're suspended while the investigation is ongoing it could be awhile before the investigators make it out to Manhattan with all the stuff they'll have to dig through in Miami. Plus leaving Miami for Manhattan is never a good thing. Just ask Frank Martin.
