Big new shiny facilities actually do something for the program/athlete.

The first thing on every recruits checklist --->  Are we going to win?
New uniforms do nothing in achieving this goal for the recruit if anything it distracts them from it.

Yeah why does Texas Oklahoma Alabama or Auburn have stock piles of 5 Star recruits. They could obviously go somewhere else and start as freshman but they want to win immediately.
