The team, known as SEAL Team 6, is widely believed to have returned to American soil. But the unit is covered with such a degree of secrecy that the military won't confirm its presence.

The Marine's question underscored sentiment among military and intelligence communities that identification of the team signified an unprecedented breach of confidentiality.

Gates acknowledged the threat of retaliation against Team 6 and troops deployed in the region.
"How will I recruit to Manhattan? Well, distance. And the proud state of basketball. It start there, and then daily flights to Dallas, because I'm really good at going out. Like top five good. Ask my wife. She wants me to be happy."

I am not sure al queda has the ability to hit a SEAL team at a secure installation.  But whatevs, it matches the fearmongering.

Again, they wouldn't target them at a secure location. The SEALs all have homes and families in the Virginia suburbs (not to mention extended families elsewhere) and they just became very high-pri symbolic targets for a VEO that needs to prove it's still viable and relevant.

But if you ask Saddam and his brothers, the US had no issues parading their dead bodies all over the news media/internet.

You're right the fact that those were two completely different administrations has no bearing on this discussion at all.

OBL's rise to where he was, was facilitated in large part by our own CIA.   That is not a black and white, apples and oranges world.   With the suppossed end of the cold war, the massive military/intelligence complex in the United States needed a new bogeyman, none was more perfect than OBL, and then ultimately the "organization" coined Al Queda.   The perfect rabbit hole for resources and trillions upon trillions of dollars, an enemy not in plain sight, that didn't ride over the hill in tanks and troop carriers, an "enemy" that could be defined and redefined again and again by the government.
