Since Manhattan is all about being forward thinking and functionality, why not just replace the current Manhattan Hill water tower with newer and bigger water tower that doubles as a statue of oscar and build another similar water tower/ statue of Bill right next to it.  Kind of like the hot and cold water towers in that one town in western Kansas, except instead of hot and cold it would be our Titletown royalty oscar and Bill?

Definitely need to get Titletown on the hill though.
