I think he answered the question of why he doesn't play when he fouled an 80% FT shooter off the ball with 15 seconds on the shot clock down two with more than a minute to go.

Are you a moron? Southwell fouled out before the first media timeout, 15:40, the play I'm talking about happened with less than a minute left. That's nearly 15 minutes of game time and 40 minutes of real time after Shane fouled out bro.
and thus was not availalbe when Frank subbed Russell in....point is ....there is no explaination for any of the substitution patterns we're seeing lately.
