Lots of parties are being broken up this year. I heard they hired extra staff to shut them down.
-
Not sure about extra patrols or anything, but RCPD received a grant in the past year or so to crack down on underage drinking. Haven't really heard about many mip's being written, but I do know that a lot more parties than usual are getting broken up than normal this time of year.

Yes, but RCPD has been steadfastly denying that they're focusing on breaking up parties

Try living in this town right now. I am on the Aggieville Business Association Board and RCPD Director Brad Gruntley told us if we didn't comply with his wishes, he could "make it so uncomfortable no one will ever want to come" to Aggieville. The discussion was on Fake Patty's Day, over which the board has no authority because many of the bars are not members of our organization. Gruntley admitted that the businesses are operating within the law and there were few if any incidents within bars, but he still wants the event shut down and basically threatened the livelihood of local business people if they didn't comply.
Needless to say, I fired back and reminded him that 1) he works for us, not the other way around, and 2) the police don't get to make up laws, they get to enforce them.
My issue are things such as RCPD telling bars they can't sell bottles on game weekends and even lying that there was an ordinance. There isn't. There are also plenty of stories of traffic stops under blatantly false pretenses and entering premises without a warrant on false pretenses. (My favorite is an Aggieville bar employee moved her car from a street spot to a lot spot, going less than half a block, and a cop rolled up and checked her for DUI because they had received a call about her erratic driving. Now that's response time!)
I also returned from a speaking engagement in McPherson on Wednesday, Aug. 25 and a buddy and I noted that despite 3/4s of the parking spots being open in the Ville, there were cops everywhere. We asked a cop in Aggieville what was up and he said the Director "heard there was a battalion shipping out to Afghanistan the next day and wanted to give them goodbye presents." He said there were 17, yes 17, officers on duty that night.
And all of this with the backdrop of the Director loudly bitching that his budget INCREASE wasn't enough and he needs more staff.
Just a reminder that if something is closed and contents are not in view, the police do not have the right to open it without a warrant. As a libertarian, I am horrified at some of the things going on in this community right now.

One more thing that really angers people in Manhattan. Off duty cops are infamous for driving after drinking. One night a buddy of mine was drinking with off duty cops who were getting pretty drunk. When he left, one of them called an on-duty officer who popped him with a DUI. The off duty cops all drove home hammered. I now will not drive home from Aggieville after one beer. Under advice of attorney, I have been told that when asked if I have been drinking, the answer is always no. Well, I'd like that to be an honest answer.
Thank goodness for the couch in my office and a wife who agrees with this philosophy.
I know, you say, get a cab. Well, one of my employees was told by a cop to quit loitering one night as he stood in front of our business and waited for a cab. As the cop continued to tell him he couldn't stand on a public sidewalk, the cab rolled up and he got in and left.

Sounds like he has a great attorney/client relationship, FWIW.

Aggieville cops should try to stop the aggieville sexual predators, not stupid drinking-related stuff.

heard that the first week of school, 40-ish (may be exaggerated) kids were written up for mip's at the "beta barn", then heard all the people that live at a lambda chi out of house on laramie got contributing to minor, FELONIES and $1000 tickets, don't know if it's even possible to get a felony for contributing to a minor (somebody call BSAC), but at this point it's all second or third hand

I'm in a fraternity and this is getting completely ridiculous, any party they see gets broken up, and yes there is a definite focus on the greek houses which they make nightly rounds at.
To run you through our years events so far, all was well until girls finished sorority recruitment, that night I attend two different fraternity parties both of which got broken up at about midnight. On to Sunday, I attended a smaller gathering due to class starting the next day which also got broken up this time just after midnight. On next to Wednesday night of that week in which the party was broken up yet again, this time before 11:30.
Then Thursday night happened, I really don't want to get into details, but 20+ MIPs were handed out at the party (most are looking to be thrown out currently), also a hosting ticket and 3 were taken to jail for BS "obstruction of justice." There were multiple other parties that weekend that I know of that had MIPs handed out, though not to the same extent. Following this we have done very little on the weekends and are trying to lay low for awhile, meanwhile some "wet" houses have temporarily become "dry" as to avoid more hosting and MIP tickets.
Coming to this weekend, I was at that concert (call me a douchebag if that satisfies your inner needs) and the cops went on a power trip, knowing that the concert had a noise permit til 10:45 they decided since they had gotten 2 calls about the noise that they could revoke the permit...this was told to the performer on stage therefore causing him to say "F*** the police" which sprung the cops into action, rushing up on to stage and pulling off the performer and the rest of his crew and booking him on "inciting a riot."
The only silver-lining so far is they don't seem to be doing it at the football games.
I have no idea what threat fraternity guys here are...probably should go to KU where "they rapin' everybody out there (http://www.youtube.com/watch?v=YEvNS5TzvwM)"!
EDIT: This is all first-hand knowledge...and this is hilarious: http://twitter.com/RealRCPD

Yup, Laramie is a hot spot, they have bike cops riding around the block every night...they see a party, walk up, say they heard them from multiple blocks away, which usually is a blatent lie, and if 21+ year olds surrond them they're told to break it up, else they hand out an MIP or two...trying to set an example I guess. Rough times currently, lots of ridiculous abuse of power, but we're stepping up to the plate now.

i've never really been big on the "eff the police" bandwagon, but i'm getting closer and closer lately.
had a cop hop the fence behind our house, check our id's (there were like three of us dudes on our back patio and they had broken up the house next to us) and told us it was too loud and we needed to keep it down. eff that. we had music on, it wasn't that loud, and there was maybe 15 people in the house. it was a friday night. get the eff out of my face, RCPD. no doubt would've given us mip's if we weren't 21.

RCPD problem, solutions Reply
As have been reported on the other thread including all of the problems which many have had first-hand experience of, there needs to be something done. I could post you a five page description of all of the problems that I have experienced and many, many other stories I have heard about. They are out of control. Period. It is very frustrating to hear about all of the problems everyone has experienced, knowing what I've had happen to me, and others around me. There has to be something done. Immediately.
I have two friends who have basically had nothing done to them. They have been to one tailgate (last weekend). We sat and watched along with many others a group of guys that had their pickup toolbox acting as a cooler filled with beer. There were 4 cases of beer in it on ice, as well as 3 handles of vodka. They had it all confiscated and said they were ticketed. Don't know the cost. My friends which graduated with me from K-State, are no longer going to come to games. They are passionate fans and love K-State football. They try to come to 3-4 games a year. I realize most of you will say this is not a big loss. They are on a limited budget and hope(d) to be able to afford season tickets in the next couple years. They aren't coming anymore because they say they cannot afford to come and receive a ticket for drinking. How many other people are out there that this is the case?
There were 3 run in's in the past 3 months with the RCPD that didn't involve anything at a football game. In each case, I had friends that were handcuffed and had done nothing, and had not had one drop of alcohol. I'm more than infuriated. The treatment that each of them received was nothing less than awful. There could be a sexual harassment charge brought to one of the officers in one case, but that's a whole different story.
What I am asking of everyone is what can we do as a collective group?? Who on here has knowledge of what can be done legally? I noticed on the other thread of a "grand jury" petition that can be signed and submitted. What else? What are all of the rules, regulations, laws, etc. that can be posted around the tailgates so that everyone is aware of their "rights" when these pieces of trash are coming around and chasing people away?? There is already a rumor floating around to people in the KC area to stay away from K-State games b/c of this problem. It is serious. You're fooling yourself if you think otherwise. Action needs to be taken now, not later. I, for one, am MORE than willing to step up and offer my time and effort to do something after what I've heard from everyone including Fitz and DScott. Any/All ideas?

I have already done that. However, John Currie and K-State aren't above the law. They cannot tell the police officers what to do/not to do. I think the police have done enough chasing off of potential season ticket holders and we have some people which I believe are willing to do something to stop that.

jaa1025, if people were being left alone when there wasn't any laws being broken, I wouldn't have this gripe. That's not AT ALL the case. The RCPD are harassing people when not breaking the law, handcuffing them, arresting them, etc.

While I have never had a problem with the cops at the games or in general (thank the good Lord!) I think it's a bit of a stretch to "go after" the cops for enforcing the law.
Now please understand, I'm not defending anything that the cops are doing, and I know that it seems like there's a whole bunch of selective enforcement going on. But the bottom line is this; When people get busted, are they breaking the law?
The problem isn't the cops (although many of their actions are a part of the over-all problem) The main problem is the law. Change the law, then we don't have anything to worry about.
Write your local elected official and see if they could introduce an amendment to the no-alcohol on state property law. If the local elected officials see that 20,000+ people suddenly write them or call them all concerned with the same issue, something will damn sure happen.
That is the solution.

1 Star.
Just because its been made a rule doesn't make it a just law. There is nothing wrong with adults of legal age responsibly enjoying a beer in the parking lot of a sporting event. You probably think Prohibition was a good idea in the 20's too huh?

I guess I may have confused people to what I'm saying. I'm not saying we need to have a revolt against the RCPD. There needs to be responsible discretion taken with these "people" with badges. If there aren't larger fish to fry than making responsible adults pour out drinks at a football game tailgate, then we have WAY too many officers on that force.

Bring beer on State property IS breaking the law, so is spitting on the sidewalk, it is enforced by the discretion of the officer. Not saying all officers are perfect people and do no wrong and I know their are some real scumbags. Their is proper channels to go down. Internal Affairs is in place to deal with situations you are describing if these people are being arrested and harassed as you say. Go through that route and if you think nothing is being done to your satisfaction the KBI has a whole division to investigate issues with other Kansas police forces. Just stop bashing the entire RCPD, I have family members past and present that are hard working individuals that do what they do, not to stop people from having fun at games just to be dicks but to protect and serve the public.

Well if someone is going to address the issue, you better have a united issue. I see a group of people wanting something done about seemingly systematic harassment, and another group wanting to drink in the parking lot. IMHO, people wanting to drink should focus elsewhere, I think you will dilute the larger point that some are trying to make. I want to be able to piss in piss alley without fear of prosecution, can we make the cops stop ticketing for that too?

So which laws should be enforced? I guess you just confused me more. So are you saying that police should only go after the "major" crimes and let the speeders drive as fast as they want, let people drink as much beer as they want anywhere they want? I am really having a tough time understanding what point you are getting at right now.

Boyds-
I've found that a catheter is the only way to go. Football games, basketball games, power drinking in a bar, passed out for 2 straight days, etc. It doesn't matter.
I do agree with the 2 different arguments being talked about here though. I guess the one that I saw more involved drinking in the parking lot. A lot of the systematic harassment would stop for a whole lot of people, because the only time they are in town is for a game.
I've never heard of selective enforcement of any other laws, but I'm sure that if/when it does happen, it's usually pretty few and far between. Now, Director Shoen saying the things he did to the Aggieville Business Association is absolutely ridiculous. That needs to be looked into.

Yes their are bad apple but the entire RCPD is not bad. If the problems were as bad as you people are making it out to be then RCPD would not have just got there accreditation renewed. If you have problems, stop bitching on a message board and report them. Their is a process that RCPD and KBI take very seriously and yet their are no issues? So is the KBI in bed with RCPD?

The police are breaking the law by conducting repeated searches that they should know are unconstitutional.

Campus PD's are always, without exception, mostly composed of cops who somehow couldn't make it into a city police force. Their incompetence to be expected, regardless of what university you attend. It's when the local city or county police force starts playing God that reasonable people start getting pissed.
Of course not every person in the RCPD is a bad apple, just like every department in the country, but there appears to be a directive from the top to enact a form of Prohibition amongst college students, despite official statements to the contrary. There may or may not be a moral aspect taking part in these decisions to harass a group of people that constitutes little more than a minor public nuisance in a majority of cases; it really could be a number of factors. Perhaps the police department's actions are an extension of mistrust between the students and the overall community of Manhattan. Students don't often vote in local elections, so townies can often use their clout to have the police take out their frustration on the students instead of trying to open up a collective dialogue. This happened to such an extreme at where I got my undergrad that extremely heavy-handed tactics implemented by local police incited near-riots in the early 00's. Another factor may be a vendetta carried by the head of the department, who has gone on record as complaining about not getting enough of a raise despite tough city budget conditions. Maybe he is directing RCPD to hand out extra citations to try and concoct an external "threat" that cowers City Council into giving his department more money. Maybe the crime rate is just so low that they don't have anything better to do than to harass college students. All of these factors can happen and have happened in college towns and other municipalities across the country.
Also consider that the public knows that police departments almost always deny policies or actions of officers that may be considered unpopular or illegal. You and I both know that the vast majority of police departments would rather "stick with their own" than punish a bad apple for a particularly egregious act. How many news stories have you read about a cop using unnecessary force and receiving paid leave, only to be back on the force within weeks or months? Police departments are also becoming increasingly militarized, taking on a "siege" mentality, and responding with disproportionate force to minor and non-violent offenses. Given these trends among police in the country and the tactics that specifically RCPD has taken recently, I don't understand why or how students at couldn't hold at least a little bit of mistrust for them.
-
also, why is this on the football board...?
-

The issue here isn't whether or not the entire RCPD is comprised of corrupt cops. The issue is why are they becoming increasingly overzealous and milataristic.
You want to know a major reason why there's one full empty section of the student section? Look no further than the behavior of the RCPD. A large number of students these days would rather stay home than be criminalized and harassed in the parking lots by a bunch of cops that have turned the tailgate experience into a fracking police state. It didn't use to be this way and needs to be stopped.
It's fracking horse feces and it is one part of a bigger Manhattan problem whether you're too stupid or naive to admit it.

The school, its constituents, the students, the people that attend events at K-State pump millions into the Manhattan economy. No K-State and Manhattan is just another piss ant Kansas Town about ready to dry up and blow away. Yet all I ever hear about is the Townies bitching about K-State, bitching that K-State gets a break on its water rates and other things. RCPD and the KSUPD prey on the students. I understand that they can't have an anything goes attitude, but they go out of their way to target students, and now they're going out of their way to target adults attending K-State events. It's bull$hit.
Now, I also understand that you've got certain types, particularly your perpetual case of the red a$$ Western Kansas types who pull into their parking stall with their dually Ram 3500 and their 8 bottles of Kentucky Gentleman who think they're the king$hit or the frat guys loaded up JagerBombs and Natty Light. Like I said, don't lump all cops together. Just as in every profession, there are bad apples. That crap happens when you have humans doing the job. I'm not sure what's going on with the RCPD, but from the looks of it things should get interesting. I doubt if they will get better any time soon. I bet they get worse, if the complaints start to roll in.

from the schulz live chat earlier this evening:
hhouchen asks:What are your thoughts on the current happenings between our Greek community and the RCPD? And, how do you think this will effect future enrollment?
KIRK SCHULZ This has been a tough issue. It is tremendously important that K-State students conduct themselves appropriately at all times - whether they are consuming alcohol, at a party, or attending church. As you can probably tell, I enjoy a beer or mixed drink myself - so I am not "anti-partying" by any stretch. However, when our students all congregate, consume too much alcohol, and then get into vocal disagreements with local law enforcement, it creates a volatile situation. My plan is to work with our excellent Greek system and our local police to ensure that our students can congregate, party and have fun - but in an appropriate and safe manner.
so schulz is powerless...
