If someone comes down squarely in the middle of every issue I'd label them as apathetic as opposed to Moderate, but that's just me. :dunno:

As someone who has said that in the past, I think when they say "socially liberal", they mean on social rights issues such as gay marriage, abortion, and the like and not so much about welfare programs.

OK, I'm all good with welfare for people that are physically or mentally incapable of providing for themselves, I am for social security reform and purging fraud from medicare/medicaid, and indifferent regarding affirmative action.

No, but I think that in smaller jurisdictions that government intervention is more permissible and often positive. That isn't the case with the FED gov. It is easy to move to a new town, pretty easy to move to a new state, but pretty tough to move to a new country.
