it means 80% of the TVs turned on were watching the WS, not 80% of TVs total. OF people watching TV, 4 out of 5 were watching the WS

One time in the early 2000's I got to be a "Nielsen household" and log my TV viewing for a week. Yes I said log, as in write it down on a sheet they provided. The sheet was broken down into 15 minute increments IIRC. They paid me $10 straight cash to do it.
