QB's with headsets

Does any one know how it is determined which QB's get the headset on the sidelines.  Does it rotate or does it have to do with where they are on the depth chart?
I ask because I noticed S Lamur had the headset for the aTm game and Harper had them Saturday.

Pretty sure Lamur had them for almost all of the game Saturday... My seats were right behind the bench and wondered who got to wear them, and Lamur had them Sat. Don't know about aTm game, b/c I did not sit there for that game.
