It's "wop" and they couldn't be. That's a term that refers to immigrants.  It was an acronym for "With Out Papers".

There's a couple of definitions I found.  One is a changing of the term "Diego," a slur on Spanish people

Another is a shortening of "they go,"  as in wherever there's work, they go or as a slur against the Italians being bad soldiers with a penchant for retreating--there they go!
