It's happened to me a couple times and I feel I've always missed an opportunity to punch another hole in my ticket to hell.  I've thought about taking a pic with my phone and waiving, laughing and pointing, getting their attention, lock eye contact, and then flip 'em the bird, or roll the window down and ask if they have any Grey Poupon.

I would probably try to look without being seen, tbh. I don't really like to be rude to people in those situations (i.e. in the flesh, face to face, not online). In retrospect, teasing the person would probably not be that funny.

If chick would ask what is wrong because I'm in my convertible corvette, maybe offer a ride.  If it's a dude I would ask what is wrong, if his story is lame I will laugh and call him names.  If it's something like his mom died I'd give him $1,000 to see if that would make him feel better.

If it's not a chick then it really is funny.  Over 75% chance you've got a girl.  If it's happened twice thats a 65%-75% chance one or both are decent enough to go after.  Those are good ass getting numbers.  You passed up opportunity by being an asshole.

It was a girl both times I saw it.  I would feel bad but odds are these girls were bawling over something like "Sally Jo bought the Coach bag I wanted." or "Missy Sue getting married on May 14th and everyone knows all my life that I wanted to get married on May 14!"

If a dude is at a stoplight crying I'm sure he has a good reason and is not to be messed with.  He is likely contemplating a killing spree or just lost someone close to him. Probably best not to poke that dog with the stick.
