to be a complete dick to someone else on the board, and then (delete it / not post it after all) because you felt bad about it?

Happens to me all the time. 

I am probably about a month from becoming the biggest asshole on the board (sorry sys!).

Yeah, I do that a lot.  I'll start a post just flaming the living hell out of someone and then edit it down to the point that it is to meh to even post.

I've been guilty; but more along the lines of debating calling someone out for being a &@#%ing homo douche bag with a close-minded & shallow point of view on music/economics/life then realizing I don't really care enough to put that much effort into it.  Now, I just kind of read post and tell my wife what a dipcrap these particular people are.  I'd probably call them out in person... If I knew them; but nothing more than a blanket "you're a douchebag" statement.  So I don't think it has anything to do with a conscience.
