Farmers lobby probably pressuring the higher ups in stores to do this.

Farmers do this with their own produce because supply and demand and prices.  They dump good oranges.

And Wal-Mart is doing their part to help by leaving food in their dumpsters.  Duh.  I left good stuff in the dumpsters for our bums in CA when I lived out that way; they made daily trolling rounds out there.
