It is a tragedy because now, we have at least an extra month without Cat football until next year. I hate wasting my life away but I can hardly wait until next year.

You can "pwn some noobs" at any level.  In PVP, it has alot to do with skill.  Of course, a level 22 will never beat a level 70, but i'd say within 4-5 levels of each other, if you are a good player, you can beat someone who is less skilled than you. 

There is also the rock/paper/scissor thing.  A warrior will always have a tough time beating a mage or a priest, however a warrior can usually always beat a warlock or a rogue. ;)
