I don't know if you can look at this whole body of changes as the pertain specifically to KSU and say "Wow, that's great for us" or "Goddam, they're totally screwing us!"
I do know that there was a pretty strong movement from the coaching community to bring part of the live period back to April. They felt they were relying too much on "word of mouth" on player evaluations from the Spring and they felt the result was they were offering players prematurely. Another part of that argument, which clearly caught the NCAA's attention, was caoches wanted to see players develop from the Spring through the end of Summer. In the current system, coaches only get to see players in the circuit in July and the feeling was that such a condensed evaluation period was not as accurate as it could be. So by bringing April back into the live period, and cutting back a bit from July, the coaches get to see the players for approx the same amount of time overall but the complete evaluation is stretched over a longer period, which would provide a better indicator of a player's development and responses to different game situations and environments.
If there's 1 change here that I would say benefits KSU, it's the allowance of official visits, fully paid for by the school, on January 1 of the prospect's JR year. As it is now, prospects are only allowed to begin official visits in the Fall of their SR year and with the increasing amount of commitments coming before a prospect even reaches the Fall of his SR year, the thought was that the prospects were not getting the opportunity to explore all of their options before making a commitment. I linked an article a couple weeks back(linked again below here) outlining the increasing amount of "unofficial visits"(supposed to be soley financed by recruit's family or support group) and the increasing difficulty in regulating them.
I think simply due to KSU's relatively remote location, this moving up of the official visit calendar gives us the opportunity to legitimately host prospects that we may not have gotten a chance to receive a visit from in the past due to financing concerns.
