and yes, this too. you want to speed up the game, limit mound visits, limit warm up pitches for new pitchers, eliminate regular season replay. bam. i just saved 14 minutes a game

for intentional walks, the umpire should hold a bullseye type dart board.  the pitcher has to throw at it 4 times, if he misses the whole board once the batter takes 2nd.  also it's a live ball and any runners can advance.  if he hits the bullseye on 3 throws, the batter is out.  if he hits the board on 4 of 4, but doesn't get 3 bullseyes, the batter advances to first.

Pitcher has a footrace with the batter (pitcher from the mound, batter from the box) to first base. Pitcher reaches first first and it's a regular walk, if the batter wins and he gets to go to second. If it's close the batter can try to knock the ball out of the pitchers glove for a live ball situation

i don't think they can.  remember the umpires will be holding the target up at head or chest height where they aren't used to throwing.  but if they can, we'll just change the rules again until we get the balance right.
