Some of it looks good . . . this is awful:

The current federal gas tax is 18.4 cents per gallon, but the commission proposes to increase the federal gas tax, gradually and beginning in 2013, so that in 2020, it would be $1.18 cents per gallon. This would not only generate significant revenue but also reduce consumption of gas, reduce carbon emissions, and provide an incentive to automakers to increase the fuel efficiency of their vehicles.

Projected Revenue: $130 billion

Just eliminate some (all) of the subsidies within the oil industry (and farm industry for ethanol) and the price would increase on its own, generating more sales tax.

       Man, are you funny. Education should be a locally controlled item, not a federal one.

The federal department of education does more harm than good, but they are a necessary evil because they mandate that states properly fund programs like special education that would otherwise either get underfunded or not funded at all. The federal department of education should spend less time evaluating the performance of schools and teachers and just set regulations and provide funding to schools that follow those regulations. I don't know a single teacher that is happy with the amount of standardized tests and paperwork that they have on an annual basis.
