Yup, and listening to Michael Lewis talk to Jon Stewart about "who is the government" what that quote above says is exactly what the government is. Devoted individuals to a mission. They are often handed terrible crap from congress/prez and have to execute it and aren't given the time of day but they do it as well as they can. The waste, fraud, and abuse comes from all the hoops they are forced to jump through to accomplish their jobs, not the job itself.
