Let's say back in 1780, or whatever, that your senator got kicked in the head by their stupid horse.  They recovered to the point that the were able go to the senate but were a complete drooling mess.  What was the plan?

The 25 Amendment deals with this for presidents but I don't think it is covered anywhere for other elected officials. Woodrow Wilson remained president while he was a completed drooling mess for quite a while.

Who brings the bill to congress? Who votes on the bill? Who is detrimentally affected by the law? They aren't going to volunteer giving up all that money and power.

The founders mumped up with their assumptions. As the saying goes:

When you assume, you make an ass ton of irresponsible private interest groups able to control senators and congressmen and give them the ability to maintain a strangle hold on arguably the most important body of government.
