The 25 Amendment deals with this for presidents but I don't think it is covered anywhere for other elected officials. Woodrow Wilson remained president while he was a completed drooling mess for quite a while.

There is no mechanism. The Founders pretty much assumed (wrongly!) that people would act in the best interests of the nation. I just finished The Brethren, and this reminds me of the end of William O. Douglas's term on the Supreme Court. Bastard tried to white knuckle it as long as he could after suffering a debilitating stroke, but he finally caved due to pressures from his wife and his colleagues on the bench.

Who brings the bill to congress? Who votes on the bill? Who is detrimentally affected by the law? They aren't going to volunteer giving up all that money and power.
