I know this is shocking, especially coming from an eastern ks city boy like me, but I say 183.

I mean sure, I guess.

Great Bend plays in the Western Athletic Conference so I have always considered them west. Also when you're traveling east to west on 400 Pratt always seemed like the western gateway to me.
The correct answer is 183, east of Hays is central KS and west of Hays is western KS.

I think we found the answer to the OP. The Western Kansas line of demarcation is an unanswerable question.

So what if the border starts in the south along 281 and extends north until it reaches I-70.  Then it takes a left turn to Hays before extending north along 183 through Phillipsburg and to the Nebraska border.  So Hays is still the gateway to the west further north, but in the south it's Pratt and Great Bend.  Yes, I think we've done it, good job everyone.

There are many options out there for many different purposes.  If he's just wanting something to go plink around with, there's this group over here.  If he's looking for a concealed carry gun for self defense, there's a group over there to choose from.  Bear defense while vision questing?  Take a look at this group here.

Osborne & Smith Center are north central Kansas.  Phillipsburg & Stockton are western Kansas. Victoria is western Kansas, but it’s a suburb of Hays. 

Russell is just no mans land.

I guarantee you by New Yorkers, they mean people in NYC. It's actually Buffalo people who don't want to be called upstate, they consider themselves "WNY," Western New York. That 7% are Western New Yorkers now living in the city.

Ok have a good question—

If you on a major thoroughfare and are approaching an intersection with a light are you also responsible for not blocking intersections on side streets that have stop signs during a red light?

Yes, but only on the side streets, not the main road. So the main road has the right of way.

i think you don't have an obligation to leave it unblocked, but it would be courteous to allow drivers on the side street to complete a turn at some point.
