I know in the grand scheme of the US budget $16.5 billion is not that much. It does not come close to paying for any major policy goal like the CTC or student loan debt forgiveness or even like a tax cut if you are a right wing moron.
But it could double the funding for 1 year of TANF, which is an absolute nightmare and has been ever since 1996 when Clinton partnered with Gingrich to destroy support for poor mothers and now that money is corruptly used by states for everything from religious marriage counseling under Brownback (and many other states) to the outright fraud in Mississippi. The amount of money distributed to states to care for poor women and children has not changed since 1996. A national shame.
