Only a giant derp believes that U.S./NATO would ever allow Ukraine to sign anything resembling a neutrality agreement with the Russians. 

We already have real time data that shows us that the U.S. has no interest in that, in that part of the world.

Just like when a deal to exit Assad out of Syria was placed on the table, and the U.S. rejected that.
