yeah, that's my guess too - ukrainian soldiers probably have had better, quicker access to care when wounded, so i would guess their killed to wounded ratio is substantially lower.
for that matter, i'd expect the russians to do a better job with medical care now that they're operating closer to russia and partially in territory that has been controlled by russian separatists.
