The clip likely lacks the broader context. He was addressing several issues, including guns (wants to ban assault rifles) and political violence either threatened or perpetrated by MAGA extremists (with a heavy emphasis on Jan. 6, but also other threats against law enforcement agents). Point being, if you attack the United States as a self-styled patriot, then you're no patriot at all. Perhaps the quaint and outmoded arguments raised by Madison near the end of Federalist No. 46 are not widely known now, but I understood Biden to be making a textual and historical argument regarding the understanding of the Second Amendment when it was ratified. And I agree.
