My experience in cities that have extensive tunnels systems, NYC & Boston, you're just sitting in traffic in the tunnels.

There's a road tunnel that gets you through/past downtown Seattle, but it's tolled and it seems like they've got it at about the right amount that it doesn't get congested.  That said, I'm never driving at rush hour times so maybe it gets jammed up then too.

And there's def underwater tunnels, but I don't like to think about that as I'm nonchalantly driving through them.  What a way to die.
