There will be large numbers of people going back and forth during planning and construction also. They'll want to fly direct and with the unlimited budget we currently have, money is no object, so pay AE to open a route.

because that's where allegiant flys. it's the closest thing to a traditional "hub" that they have. allegiant essentially owns the Phoenix-Mesa airport.
