Dug, when the Trillion Dollar US War Machine (and based on non budgeted items, it's more like $2 Trillion) says they want to control the weather by 2025 . . . wouldn't it be fair to say that the trillion dollar plus annual war machine really does want to control the weather?

Edit: The U.S. military did not fail at their weather altering activities, as the reports from SE Asia clearly indicated, the other project was run by NOAA, not the military.

Military has a little bigger budget.
