The proposal they are speaking about is free public education for all, how many children of millionaires are attending public universities? I'd bet a very small percentage and most of those are in the south and midwest. His television graphic says "free public college for 80% of students." Is that 80% of all college students or 80% of all students enrolled in a public college or university? If it's the former, that's all public university attendees, as far as the cost goes there's no difference. If it's the latter, he's excluding a hell of a lot more than millionaires from attending college for free.
