Um, because they're not capable of vocalizing thoughts yet, and working on learning a mode of communication that they are capable of performing at that time helps some children to develop their speech communication skills even more rapidly when they are physically capable of forming words? Also, deaf people aren't the only ones to use sign language.

You seem to believe that children just wake up one day, take a dry diaper off, hit the head and drop a log, and presto-change-o have the power of speech?!? Learning to speak is LEARNING to speak. Learning is a process. If you impede that process by teaching them to not have to speak you are increasing the likelihood that you will need to put your now-handicapped kid into speech therapy. But please, go ahead...it's your money.

Been awhile since I've had a baby in the house but the last one I saw had a tongue, lips, could move them independently, could breathe, could even vocalize emotions and thoughts, but needed time to practice LEARNING TO SPEAK.

They were probably making noises but they didn't comprehend that a certain mouth movement made a certain sound. They just made whatever sounds came out. They also probably didn't comprehend that certain sounds have certain meanings.

That is what learning is for. I once taught my infant sister to bark for her pacifier. You make the sound - she makes the sound to get her reward. But if I instead took time to teach her the ASL finger motions for pacifier, she would avoid the "difficult and frustrating" process of learning to vocalize and would be able to avoid frustration altogether until such time that frustration hit her full-force later in her life and she was totally incapable of being able to handle the stress...

I injured my spine in an accident and am in rehab learning to use my legs again. Can I use a wheelchair for a while?

It works well.  Our children have been well ahead of their age groups in vocabulary and reading, and some part of that was our insistence on teaching basic sign language when they were toddlers.

Even basic, simple things like being hungry, needing a new diaper, wanting water vs. milk, etc.  go a long way.

It has no negative impact on them at all and helps a lot.  You don't need to teach them 100 words, but 20-25 can go a long way towards bridging a communication gap.

Also, you realize baby sign language is a process where you say the word as you sign, right?  Like when you ask them if they're hungry, you make the sign when you say the word "hungry". 

You don't literally sit there in silence and draw air pictures with your hands...

However, I'm wondering if you actually know the difference...
