It's from The Phog, at least I think. That's where I got it. Usually when there are decent threads that phog posters think are really groundbreaking and awesome and stuff, someone will say HALL meaning that they should move that thread to the section of their BBS that is the thread hall of fame or whatever. It's a joke when it's said here.
