Not necessarily. 

There's an interesting thought on shaggybevo about 4 pods of 4 teams with two rotating designated rivalry games every year.  E.g., Team A from Pod 1 plays Pod 1 teams (3 games), Pod 2 (4 games), Rival B from Pod 3 (1 game) and Rival C from Pod 4 (1 game). 

In real terms assume that each Pod has an "anchor" team (FSU, TX, ND, OU) and that those teams are permanent designated rivals.  That way no matter the rest of the schedule you get FSU/TX, FSU/ND, FSU/OU, TX/ND, TX/OU, ND/OU which is a lot of must-see television.  You also get 8 anchor / second fiddle games per year and everyone plays everyone else at least every 3rd year.  That's workable and would serve up a ton of great games so long as the conference didn't mind moving a bit away from traditional scheduling.

Which isn't to say that 16 team conferences are inevitible, merely that they could be made to work.  The inevitible question the true top shelf programs will ask themselves eventually is, "Why do we need to drag along the Kansas States, Iowa States, Northwesterns, Washington States, etc. of the world?"  Check back in 2025 (-ish) for the resolution.

While this is interesting and all, I would suggest you refer back to my 15 team scenario as the real answer to this issue.  Please don't let my clearly superior scenario deter you from continuing to post your preferred method of conference alignment.  While you are at it, please include some trade scenarios the Chiefs should consider. TIA.

While ND values independence, with the possibility of conference champions going to the BCS, and the likelihood that the NBC contract won't be able to compete with the Big Ten revenue, whose teams ND competes for recruits, that the Big Ten makes the most sense financially and will enable them to maintain games with UofM, MSU, Purdue while still having three open non-conference games.

If ND does accept the equal revenue sharing of the Big Ten, the other candidate being eyed is Oklahoma rather than any east coast team. The Big Ten's analysis done two years ago showed that no eastern team could deliver the additional revenue to even offset their addition.

The key to Oklahoma is that they want out from under Texas' shadow, that the Longhown Network is a perceived huge threat, the attractiveness of addition to the CIC over the academic shortfalls of the Big 12, and maintaining its rivalry with Nebraska and fitting in with the large state schools of the Big Ten. The Big Ten's interest, like with Nebraska, is that Oklahoma delivers a national TV presence.

The possible coupling with Oklahoma State is not seen as a threat since Ok State still has a home in no matter what with Texas involved will always be a BCS conference.

you can't just decide to play an exhibition game.  that is regulated by the NCAA.  If you are talking about a +1 or 4 team playoff restricted to only conference champions then that is something other than what you described.  I don't know that what you say means what you think it means a lot of the time.

The NCAA makes almost all their money from the basketball tournament. Imagine it without any of the schools in the big four conferences.  Because that is what will happen if they fight.
