y calculator says the 0.35% increase in sales tax would cost your average "poor" person who spends $30,000 on consumable goods $105 per year. Which is the equivalent of taxes on $3888 in AGI at the current 2.7% marginal rate for married people on their first $30000 in income. So, it's hard to imagine a scenario where this isn't better for poor people. Maybe those who don't work . . .

BTW, the 2.7% marginal rate represents a drastic reduction under the evil tax experiment from prior policy.
