He said that if schools are punished for having low graduation rates, that could incentivize some to limit admission to students who are most likely to graduate. To get around that, he said, any system must make allowances for the quality of students a school admits.

“The absence of such an adjustment as part of the ratings system could create perverse incentives,” he said in a statement. Institutions could “shift away from taking in more low-income and first-generation students since it could negatively impact a school’s rating.”
