Player Out of Bounds
ARTICLE 1. a. A player is out of bounds when any part of his person touches
anything, other than another player or game official, on or outside a boundary
line (A.R. 4-2-1-I and II).
b. A player who touches a pylon is out of bounds.

Cornerbacks, at the snap of the ball I want you to grab the pylons and start throwing them at whoever has the ball. The rest of you, if a pylon lands close to you, pick it up and hurl it.

so it was very obvious these refs had no interest in calling holding on ISU, but it was really nice to hold the play for ISU to get their defensive play call in on 4th down there.
