Wacky, I'm curious about the pictures linked in that article. The ones involving the guy who was pepperjax sprayed and the crazy guy make it look like, to me at least, that your victim was getting into it physically with the crazy guy.

I agree the guy is crazy. I agree that pepper spraying anyone that is just standing there is ridiculous.

bike cop is a POS.  No way is it the mall guys job to detain someone when a cop is around.
