I think it's something like if you are carrying over 10 or 20 thousand on you, you have to be able explain how/why you have that much cash on you or they can seize it until a reasonable explanation is presented. (saw it on the wire)

So it looks like the KTA is testing some new cameras to catch people running the KTAG lane. They are taking pictures of every single person going through the KTAG lane. Seems wrong, I didn't agree to that.

The system is in use in other states, they check your tag and if you have an account, they debit it. If not, they send you a bill.
OK so someone's going to skip out on a toll, pictures will be taken, car identified, and then what? Charged with trespassing? By whom?

Is the KTA a law enforcement agency? Automated law enforcement is illegal in Kansas, hence the no red light cameras, etc. How is this any different?
