The Holiday Bowl picks before the Texas Bowl.  And, being that the Holiday Bowl will no longer be affiliated with the Big 12, they have little incentive to play nice to the Texas Bowl committee.  Instead, they care about selling tickets and getting out-of-towners/staters into San Diego to buy tickets and spend money.  So, they will pick KSU if they are available.  KSU travels.
