i'd personally credit martin with all of the recruits you list as huggins, save walker.  irregardless of that, samuels was a martin recruit.  pursued and signed in the spring, after huggins had left.

Only some of them would be. Frank's best 2 players (Clemente and Rodriguez) would not.

Nick or Fred shouldn't be on the list.  Could arguably say that Colon should be there before Nick or Fred.

I give Frank the credit for all the NYC guys as I believe he spent the most time establishing those connections.  Shane would obviously be better at the 3 for the Dalonte free Frank 5 but he was prolly going to get Franked if Frank stayed.
